I'm not sure what would him being insecure look like or behaviours it would exhibit? It could be the case. Because I don't think he's sick, just very physical oriented. Idk about stressed, but he seems extremely restless and hyperactive.
I don't want to let him go unless I have to, which I probably will have to unless I can find a way to get him to chill out a bit.
It is bad to let cats outside. There are thousands of species of birds, small mammals, and lizards that are going extinct because of pet cats hunting them.
But it is important to play with them and give them toys in a way that simulates hunting, so they have a way to use their energy. Like a stick with a string on the end, and a ball with feathers on the end. Swing that around and the cat will catch it and hunt it like catching a bird.
Give the cat a nice place to sit by the window with a pillow, towel, or small blanket folded up, where the cat can sit in the sun and watch the birds and squirrels outside. Putting a bird feeder will help the birds, and also attract them for the cat to watch.
I have bought multiple of those toys you mentioned because he immediately get's bored and want's a new stimulus. He will play with it once, for about an hour, then he will never react to that same toy ever again unless I buy it in another color/design. Unfortunately, I can't afford to stuff the whole of Toys R Us into my stock room, so it never lasts. At least if it was for a few weeks he'd play with it it'd be easier to manage. He requires way too much stimulation, and has a constant 'new shiny object' syndrome.
I did put him next to the window, and that's how he jumped out to chase the birds (Idk how he even fit through the gap) and actually fell off the roof onto the groundfloor once and hurt his leg... and then he fking did it again on a different window I didn't realise was open without learning his lesson. Now I leave it closed but he will just cry and scratch at the window... occasionally he will just chill out on a sunny day with a patch of light warming him up, but I live in a cold climate so it's a bit rare.
The 2nd window is a literal hunting ground of birds, because it as at a level with the neighbours roof and LOADS of birds show up within arms length since we always leave bread and other leftovers for them to eat. But unfortunately he get's carried away and goes to like 5 houses down and I almost had to call the firetruck cos he wouldn't come back until I enticed him with YouTube mp3 sounds of female cat mating calls.

I don't think he is sick, he seems like he's doing it out of some sort of "masculine imperative". Because I can see in his eyes he is actually very emotionally intelligent and understands human emotions, but also has this vibe of "cunning", he knows what is considered "bad behaviour" but will still go out of his way to troll you for his own amusement (not to me though, but other's living with me have said this and they constantly hound me to get rid of him).

Was he never neutered? Male cats are likely to pee everywhere to try to mark their territory if they were never neutered. Or they do this from stress and not feeling comfortable or safe. Or he can have a health problem like a kidney problem.

I tried to put a leash on him but he refuses to move until you take it off and otherwise will just try to rip it off himself and scream if you don't.
And if I ATTEMPT to take him near the front door he will scream and run away, so he weirdly seems to fear it but I don't know why. And he won't go into the cat carrier in a similar way, as there is an association... you have to trick him into doing everything. It's like Batman vs Joker with him half the time.
