Why do both Pluto and Sun rule the same thing?

I want to know why Pluto and Sun give power.
I get the idea that the Sun gives you authority, power, status, reputation.

Like a Commander or President.

But Pluto gives the same thing, except in a much darker way like gang leaders, or underworld organizations like Mafia Bosses.

Why do both Pluto and Sun give power if they are different planets of different energies and nature?
