Yes, you can get a partner and friends. Your birth chart is a starting point for your life, not the be-all end-all. Since you were born, your soul has been changing in ways defined by both your personality and your environment.

Freeing the Soul
- Start with the most pressing issue. To identify your most pressing issue, you need to some introspection. Here's HP HoodedCobra's sermon that will teach you how to increase conscious awareness. To know how to prioritise, I would suggest first being clear about your values (i.e. what they are and which values are most important to you), then think about creating systems that are aligned to your values, especially your core values. Creating supportive systems is very important as they will make your life much easier. A good reading about this is Atomic Habits by James Clear. - I suggest using HPS Lydia's How to Obliterate Your Saturn topic to have an idea of how to plan your working and to do what to focus your introspection on. While you do this, you also need to work on yourself, identifying possible issues that prevent you from relating to people your age and finding the right people. I would suggest being open to your own shortcomings, which the aforementioned working will bring to the surface. We're not perfect. We have things to overcome within ourselves just as much as we have external circumstances to conquer, which is why an open mind is quintessential.

Attracting Friendship and Love
The best runes suited for love are Gebo (the main one, in my opinion), Wunjo and Ehwaz. You can use just Gebo or a combination of Gebo with one or both the other runes. Gebo brings a relationship that is an equal exchange, so you won't feel like you're putting more effort in than the other person. If you put a lot of effort, the other person will also put the same amount of effort in exchange.
Be mindful that you may be unable to see that the other person is putting enough effort in as many things are often taken for granted in relationships with people. The other person may also be blind to the effort you are putting in, complicating things, which is where the other two runes come into place, especially Wunjo which is the rune of achievement. Aquarius. Aquarius is a fixed sign, not a mutable one, which is why friendship is, by nature, stable and long-term (often lifelong). Not ephemeral. If it was ephemeral, it would be ruled by Gemini instead.

If you want male friends, focus on Mars and see what type of male friends are more suitable to you and see possible challenges that may arise in your interactions with them. Doing a work to improve relations with male may bring those to the surface so you can overcome them. It will also enhance already-existing beneficial aspects.

You mention Capricorn ruling relationships/love in your chart. Do you mean the 7th or the 5th house? Both are important when evaluating love and relationships. Briefly, Capricorn ruling your love relationships can mean that you need a partner that is responsible and down to earth. He may have a position of authority, whether he is a simple manager/supervisor or working in politics/the government or a business owner. This may also be someone who brings stability and authority to your life. Or you may meet him through work, whether you'll work for the same employer or he'll be someone you'll meet while on the job (i.e. business trips and conferences, projects which different businesses are involved with, etc.) They may also be introduced to you by your father or grandfather.
On the other hand, Capricorn ruling your 5th house speaks about your approach to love, rather how your ideal partner is.
Knowledge of this, in my opinion, already partially contradicts your belief that you are attracted to guys who are very watery.
Changing Your Luck
While the proceedings above will ALREADY change in your luck in some ways, this additional working will help with stubborn karma and making faster changes when the wheel has been turning against you for a long time. To find someone who can be your friend or lover, you need to pursue interests outside of the household. This is not just true for pursuing relationships in general but also for a healthy, successful and balanced life: there needs to be activity both inside and outside the house. Example of venues where to find friends and lovers:
- your gymnasium whether that's fake gym (the modern ones where most of the space is cluttered with weights and machines) or gymnastics club - you need to attend one such place regardless, unless you have enough space and adequate equipment at home to pursue physical excellence.
- your sports club, if you like doing sports or supporting a team.
- a library where you can meet people who like to learn and research
- a running track/park - running outside is better and more realistic than running inside. The human body is designed to run and running is important for physical health and fitness. A treadmill is mostly useless for improving in this dimension of physical fitness.
- an arts club/group - if you are into music or other arts, this is a good place to meet people who are into those as well. This includes performing arts as well, if you like acting for example or just watching films and theatrical acts.
The list is not exhaustive. Some people like gardening or cooking for example. You should veer away from people who spend
the majority of their time pursuing escapist tendencies as these only bring stagnation and decay in your life, which is the opposite of what SS and life are about. Example of these include: videogames, watching tv/films/etc, reading fiction, napping, scrolling through social media, aimless scrolling in general, chatting about nonsense. Doing these things in moderation such as a couple of hours a week is not a problem. It's wasting the majority of your time on those that is the problem.

- dharma aka purpose - it's important to connect with people with clear goals and the necessary motivation to achieve them; otherwise, you will only be brought down, not uplifted.
- artha aka financial health and wealth.
- moksha aka spiritual advancement - this is important if one of your main goals in life is achieving godhood. People who are unspiritual are also unsuitable partners for people who want to become Gods in this life.
- kama aka love, friendship and family.
- arogya aka physical and mental health, which require healthy nutrition and physical exercise among other things. Drinking alcohol frequently such as weekly or using other recreational drugs is to be avoided both within yourself and within the people you surround yourself with.
