If I strengthen the solar chakra, does that mean I will be able to raise greater amounts of energy everytime I do a working? Like generating more energy for same number of reps of a rune or something?

Basically, yes 
To raise more energy you need more energy, also polishing your willpower and focus will greatly help. So personally I believe empowering your solar chakra is a pretty good approach if you want to accelerate your progress regarding this, also empowering it's feminine pair, the 6th chakra
Oh also I really like the principle of exponentiality that HP Cobra mentioned, the stronger you are, the stronger you get. A month of a God raising energy could be worth millions of years of a human raising energy
