Is it under the middle base chakra OR under the back extension of the middle base chakra (under the spine) ?
and where is the exact location of the Sushumna?

The Kundalini lies asleep/dormant but not offline just dreaming so to speak i.e. still producing kundalini energy at a much lower level.

At the Spinal cord level. It is wrapped around the giant's single fang i.e. your tailbone.

So best reasoning the rear muladhara chakra is in charge of it. Remember front chakras are emotional, middle most important, and rear are most powerful being kundalini travel chakras.

As for the sushumna it is in the middle of your spinal cord just like the nervous system of the spine the sushumna correlates to the nerves in that area.
