Neptune as ruler of the chart?

I know someone that as pisces as ascendent so neptune is her ruler, but what does It mean? Does It mean that in a past Life she has meditate? She even has a stelium but she is not in to occult.

You have to mix everything else in the chart in to a final interpretation - there are a few placements that can tell you things but not many. Planets in conjunction with fixed stars indicate an ability she may have - you can also confirm it through interpreting the whole chart together.

What i know about here that she had some episode where she predicted something througth dreams. Thanks anyway

You have two possible ways to tell this and it would be looking at fixed stars prominent in her chart that show occultic ability (theres only a few) and interpreting the full chart and seeing if she could be a psychic. Either way with astrology if you are not at a God/very advanced level its hard to pinpoint the minor details of a life, but you can look into how to do that specifically if you want. It is complete and I was able to assess my career path with it by interpreting the full chart which is done by combining the ascendant, prominent fixed stars, conjunctions and placements and a few other things. You combine the traits that those individual things tell you about and than you can see the whole person.
