As far as I know in Europe we can still own rubber bullet weapons without the need of a license. They are not really cheap but still way more better than nothing though. I saw how dangerous can rubber bullets be.

Considering the case that you are not allowed to own guns, what do you think about rubber bullet weapons? I mean proper ones also used by the police, not toys. They are freely for sell on the internet. Have you tried one before?
You can be in trouble for using BB guns, because the pellets can penetrate the skin. A quick, single search returned these results (for those who don't know, BB guns tend to be Boys' equipment (I'm trying not to call them toys)) -

I find it funny that police were awarded by queenie for disarming a man who was "armed" with a Child's gun.
"at the time of my actions"
"you realise you have potentially placed yourself in great danger"
"Recognition at this level for the actions of police officers on duty is both an honour and a stark reminder of the dangers we face on front line policing"
"It means a lot for this act of bravery to be recognised. I saw a dangerous situation that needed to be resolved quickly, so my previous army and police training just kicked in"
"Only afterwards when I thought about it, did I think that the end result could have been very different. I’m glad I was able to keep the public safe and I’m very proud of this award"
"showed true bravery last year and I would like to praise them for their incredible courage"
"was sentenced...for destroying and damaging property recklessly as to endanger life and two counts of possession of a firearm (BB gun) with intent to cause fear of violence...received a Section 37 Hospital Order"
That is...funn-- that is hilari-- that is the state of things. If that copper goes to Comic-Con, he'd dress up as a Klingon, with exaggerated, well-eloquated (if you will; being eloquent) story-telling like that. Of course, I am quite ignorant when it comes to firearms, but the man used a Child's BB gun - "firearm", and it was life-threatening, brave, greatly dangerous, and fearful, and le po-lice protected the public. I'm sure there should be some lolz here somewhere, and some memes also wouldn't go amiss.
