do I have to vibrate the rune before or after the command to boost an elementary?

I would do the command mentally while vibrating the rune then speak the same command when you are done with the vibration. From page 87 to 98 it has numerous very powerful mantras and good descriptions of the types of energy that they create. I use many of these very often, and it would probably help you too.

You can state an affirmation before, in the middle or after a working, or all three. If I am understanding correctly, you meant 'elemental'. If this is the case, you make the elemental, name it and affirm a short, present tense command to direct it towards a goal of choice. To make it return, simply call its name and direct some more energy into it. You could give it some intention and play with it for a second and this will feed it, as attention feeds any psychic relationship. Or you could breathe some energy with the color of your choice with an exhale. Vibrating a rune, I don't personally think this is necessary for an elemental, but it could be done.

An affirmation should be stated in the present tense, and should cover all aspects of your desire. If you would like to get skinny, affirm this to happen in a positive and/or healthy way. You don't want cancer. You could also affirm that money you find you keep and spend as you wish. This way, the purchasing power of your money is yours and at your discretion, that money is YOURS.
