It means that there are no specific energies running through the affairs of that house. It's just an empty placeholder. To check the influences that ARE on the house, look at the ruling planet of the sign which the house cusp lands on. If Aries with nothing in it, has the 5th house cusp there, the ruler of the 5th house is Mars. Look at the placement of Mars to understand how this 5th house would operate. You can count the other planetary aspects to Mars as "being in the 5th house" (e.g Mars/Neptune aspect as Neptune in or influencing the 5th house) and look at the description on Azazel's astrology for that planet in the house.

It will be altered somewhat depending on the exact house ruler as it is being aspected, and is not exactly like as if it were in the house directly, but it still should resonate somewhat- especially if the aspect to the ruler is tight.

You can also look at the other influences on a house ruler, such as the sign and degree the ruler of said house is on. For example a 4th house ruler in Virgo could give a Virgo, organized type mother and family routine etc. If this was the Moon, it would be naturalized; but if the 4th house ruler for example was Uranus, or Jupiter in Virgo, it would additionally have that type of nature blended into it and so on. To understand the affairs of this more wilder 4th house, you would still have to look at the Moon as the Moon is the natural ruler of those same family affairs, early unconscious developments and so on.

The planets should be given more importance in this sense. They pull one's impulse, sensibilities or whatever implied, to wherever they are placed. Sign-wise, house-wise, decan-wise or whatever else. They dictate in of themselves in this, how one will act and where this will take them, when the morning Sun rises and the day begins. An empty house's affairs will be ignored by the person, so a natural effort is taken to direct attention to them. If one knows they have many planets in the family area, they can know they need to redirect some focus to the outer world, friends, career etc. Astrology can help clarify that more in detail.
