To cut a long story short - NO.
As HP Cobra said before in the Dealing With Astral Entities series , if you're a rich billionaire and go around wasting your life yet are basically harmless, or a rapist who goes around causing chaos, with neither meditating, they can end up in the same place. This is just brutal reality, that is nature. The same as an aggressive animal and a peaceable one - they end up in the same 'place'.
The rapist can definitely accrue people who hate their guts, with this being imprinted on the Natal Chart and Synastry of every relevant person throughout lifetimes. But because reincarnation is a 'reset' and often means being born in an entirely different place, it doesn't mean they'll come into contact with the same people.
Having to incarnate again and again means ignorance. You don't know anything, and there are consequences to this. Things can shift, and hatreds can be expressed subconsciously. I can tell you something quite shocking - it is not uncommon for the rape victim of someone in one life (especially because rape often happens in marriage) to be their lover in the next. Can you imagine? This can also lead to subconscious hatred and violence especially if the rape victim in the prior life shoved their feelings downwards.
As far as karma about pedophilia in particular is concerned, jews and groups of deviant people like this who do this on a mass-scale do end up being punished by nature by becoming distorted, hideous beings, whose sexuality is completely aberrant and not even really functional.
This is because pedophilia, abusing prepubescents who are not capable of expressing sexuality, is not really something compatible with humanoid beings when there is an actual soul installed (tribal apes may be different). Rape can also make someone descend their soul into hideous, dark corners (not a large amount of the time though).
The point of Black Magick is for us to be able to enact retribution and justice (better than that, defense) in a proper manner, and we are supposed to have awareness and a strong level of consciousness about this. The enemy has deprived us of this and subsequently all kinds of chaos has come into existence. On top of that, it created many institutions that functioned as bastions of raping children (the church and monasteries).
