As for your question. Blue eyes and Blonde hair are a recessive trait found particularly higher in Nordic sub-race and a few other sub-races to lesser amounts. According to the Hitler Youth manual there are 7 Aryan/White Sub-races: Alpine, Nordic, Dinaric, Mediterranean, Phallian, West Phallian, and one more which I can't remember. So it's not a matter of race-mixing i.e. Black with White or Asian with White. It's a matter of sub-race mixing and preserving the divisional lines of Aryans.
Least to greatest: Aryan -> Asians -> Negroes. Asians have more sub-races than whites, and more O.R.I.O.N.(Our Race Is Our Nation). Eye color has specific national and especially European traits. How often do you see Asians and Blacks with alternative colors over brown and blue. Not as much as you think. So it's debatable it's plausible brown comes from certain Asiatic ad-mixture but over time that has been diluted to elimination. Despite the fact that the great German Eugenicist Gunther mentioned studying Central-European people like Czechoslovakians and whatnot studying Asian eyes and other Asiatic features certainly very diluted to the point of almost elimination.
