Kundalini in non-SS

This is nothing more than to answer a question that has popped in and out of my head for the last several months and to appease such curiosity. Can non-SS successfully raise their Kundalini? And can it happen before they are ready?
I have seen several members state that this is possible, while some other members hold firm that this is absolutely NOT possible without help from the Gods/Goddesses.
Reading on Kundalini on the JoS, HP Maxine mentions Gopi Krishna as successfully raising his Kundalini. Studying his story, it seems it wasn't even his goal - just something that happened to him. I'm wondering if the God's helped him? Did it occur without their assistance?
There seems to be many who claim to have raised Kundalini who are not SS. It seems to me that most of the better known are Hindu (or at least Indian) Yogis, who I understand at times have given reverence to our God's under different names (much info on Kundalini Yoga obviously coming from these people). But I see some atheists here in this mostly white, non-Hindu or SS country I live in who claimed to have risen Kundalini as well. Some describing it as completely accidental and happening before they were ready, thus being excessively painful and even putting a few in psych ward temporarily, while others giving credit to much hard work and determination, describing it as welcome.
Just wondering what other's thoughts are on this matter? Are there that many frauds out there? That would be so disapppointing
