i want to attract a specific job , need the most suitable rune for this and best planetary hour to send the CV

It’s probably in your better interest to combine runes. There’s no one rune specifically for finding new vocation. But there are runes like Fehu, Wunjo, Sowilo and then others that have indirect benefits. Combining them and then using a proper affirmation will get you a long way.
As for hour, Jupiter is a go to hour for good luck, but the Sun is an all purpose positive hour as well and is a planet of power. Depending on the nature of your work, other planets could work as well like Venus or mercury, but Jupiter or the Sun are your best bets by far.

is it okay to start while mercury is in Retrograde

Mercury retrograde effects only mercury related things. If the job you seek is mercury related probably you should avoid. Like working in transportation, anything with much communication like sales for example. Also contractor work isn’t wise, mercury rules contracts.

In a general sense finding a new job is separate from mercury, assuming your profession isn’t one in the link above. Interviews and stuff could be a problem. But not always.
You do need to wait for a waxing moon in an appropriate sign though before you start such a working.
