I literally just saw this in the advertisement section:

Its a dutch page but you have to fill it in and then they are going to check if you are the kind of person they'd want to give such a thing to.

Apparently its a temporary offer, it has 1 day, 17 hours and 58 minutes left as of now that I am typing this.

This really looks like a scam or a page from a legal institution, and not of the Canadian Gov. So be aware of that.

I saw this on one of the msn links in an ad on the page.

Just be careful what you trust on the internet. A scam or questionable material could be advertised just about anywhere. It could be on a legitimate company website but they probably don't have the time to greatly check into everything. This looks totally like a scam or maybe something even worse (based on the subject matter). So use your own judgement and intuition. I don't think any country (even the worst Jew infested places) would set up an immagration thing like this it sounds like the fake youve won a prize shit. Then again I don't know but it sounds fishy.

If you want to emigrate to Canada, why would you want to do it by such websites? You have to be in touch with the canadian government and apply for visa (if is required). On their website should be all the details regarding imigration policies.
