Saturn afflicting chakras through aspecting ruling planets?

If we have a natal saturn in hard aspect to any planet ruling a chakra, would that mean that chakra would be naturally weaker and take more time to open?
Same with neptune?

Yes, it can be “read” in this way as well. Generally it is an indicator that the work to be done on the pair of chakras linked to the planet, will need “more” work, compared to the pairs where neptune and saturn is not present.

I have seen a natal chart of a person with Saturn in almost exact opposition to natal Mercury, and this person had persistent problems in the neck area that should be governed by Mercury and Throath Chakra, so I assume yes the chakra is weakened.
