What exactly does " Darkness is light, turned inside out" mean? what is the deeper notion concerned with this saying?

Personally I interpret it as "light is everywhere, you just have to look for it."
Light could mean wisdom, knowledge, information.
Those that don't make any effort to look for it are going to remain ignorant and stupid.

That's what first came to mind. I'm sure there's an even better interpretation.
