yes it does! go read the VOl 3 sermons of HP Pythia on Library of Thoth , the correct way to use the runes and how to vibrate them is there , also note that swedish and icelandic vibrations are stronger than germanic ,,

I believe the most powerful pronunciation is "SAH-OO-LOW". AU is the most powerful basis for most of the runes.
