On the toz is in fcm meditations its mentioned that ruler of the 4th chakra is venus but when a am doing venus related workings i feel energy on 5th chakra. Can you tell me why ???

Because the energies of the 4 and 5 chakras are interchangeable, and they have energy circuits where both are involved, so it is normal to have results at the other chakra as well. So you can consider the other one its co-ruler:
Heart is ruled by Venus and Co-ruled by Mercury, while the Throat is ruled by Mercury and Co-ruled by Venus.
