Can we bind someone from hurting themselves? If they do a Returning Curses and affirm they return bindings to the senders, does it come to us negatively?

You can bind someone to prevent them from hurting themselves.
And your second question, what you are asking is almost impossible to happen. Very few people know anything about magick, spells and workings, it's a very small chance to find someone at random. Most people are either christians (or another mainstream religion) or atheists, and the first ones believe magick is evil while the second think it's all bullshit. And it goes without saying that you should be careful around one who practices magick, i.e. people like Wiccans or or those who practice Traditional African diaspora religions like Voodoo or Santeria and not use any working against them without removing their protections first.

I agree with what you said about wiccans and traditional African magic, but I am still a bit doubtful about energy ripping being able to get rid of protections.
In African magic, people have a real schedule for their rituals like protection rituals for example, they carry trinkets imbued with programmed energy and on top of the rituals are powered by spirits not by the sorcerer himself, which means the energy is stronger than it would have been it was just a mere human acting by himself.
So will energy ripping be effective? Since it's only based on visualization alone and the inner strength of the user
