As now we cannot grasp the concept you mentioned at full, our consciousness is not that high yet. Our Father Zeus have also domain over souls and reincarnations. While there are many people who have their first life, and so they tend to be generally more carefree, "new souls" is something totally different and we can't fathom it yet.
You could argue that everything as a begin, but higher beings such as deities can sense, walk and dive in higher and multiple dimensions than us, is not just something as straightforward as a simple "beginning".

Also, logically this is can be a natural process without the Gods, as how else their soul have been born, or beings' that does not have a God. But obviously it can be manipulated.

Only the gods can create new souls.
