Russian russians even have their own individual forum logo (everyone else has the same as the original one), it intrigued me, and at the same time I am Russian myself.

Lead TranslatorThey made it by themselves, and not Satan. Any Country can make it's forums, website, etc. They can make countless one, and they can grow to infinity, any country. Although, I think the Russian forum (the one that is not on the Ancient Forums) is not an Official ToZ forum. If it's official, it is moderated by trusted members.
I don't think there is a specific reason or something that was ordered to be the case for the Russian website by Father himself.
Some of the translated websites do not follow the standard template set by the ToZ like the Turkish one for example.
