No, this is not how these practices work. The 8-fold path requires active, conscious effort on the part of the practitioner. A fan is a fan and moves air around you, that's all. The human mind and the soul operate on other, deeper levels even beyond the material realm which is where these practices are touching.

If you can fully concentrate despite the noise then there is no problem.

Aren't your question supposed to be "can I do Aura Cleaning, AoP, when the fan/AC turned on?"

If the sound does not bothers you, than it's okay, but ACs are in itslef are dangerous so the wind that comes from these should not touch you directly.

The method of doing these are on the ToZ, of course these can't do the meditation for you.

There is nothing dangerous about a fan or an air conditioner. Do your spiritual work in any environment that you want where you are comfortable and private.
