In the Yazidi books, "those who are without" as said by Melek Ta'us means "those who are without understanding of the Gods and their mysteries".
Those who are "with", then, are those who know the deeper nature of the Gods.
In the present, this is ToZ only.
(Obviously, the Gods are free to reveal anything to anyone, but ToZ is the only normative and "visible" esoteric initiatory path of the Gods)
That being said, magick is not something given by the Gods supernaturally.
The knowledge of how to perform magick was given supernaturally, through Initiates, but the ability to do magick is only given providentially, similarly to how the Gods "gave us" the Universe and our brains, bodies and, important here, souls.
Those who are without still have the ability to raise energy, program it and direct it towards goals, albeit with less knowledge, protection from natural entropy, etc.
As for your question itself, nothing wrong with doing this for an outsider, if your attitude is right. God Asclepius is then free to help or not help.
