Yes he is because together with Beelzebul with whom he is one he exists as Zeus himself. Beelzebul is also our Head God because he is the other part of Satan being Satan himself as Zeus. Zeus is our Head God.

The new format caused confusion for most members, including myself. The only understandable thing is that Zeus = Satan according to HP.
