I know that having sex or being sexually active releases a lot of stale energy, and I was wondering if one needs to be sexually active (by oneself or with a partner(s) to raise their kundalini.
What are your thoughts on this?

Of course yes, its common sense here because it stimulates the two lowest chakras, and the kundalini resides in the base chakra. In fact, kundalini yoga which is the fastest path in raising the Serpent, is also the only form of yoga that allows sexual activity.
