Full Moon + Saturday + Hour of Saturn probably would do the trick.

It depends of the situation but obvious answer is ,yes, of course it matters when , it matters A LOT.
But then there's cases when somebody has done harm recently and one feels like can't wait for a "right time" so therefore it would be best to release your energies upon enemy on that time, rather then waiting as you're more angrier and the energy might be surely stronger, so you can decide , is it something that you can wait for longer or it's a matter of I WANT TO DO IT FUCKING NOW! if it's the second option then do it anytime you wish, even right now but be careful not to do it in the Void Moon, that's all.
