I've had puffy eyes since I was like 7. Before I used to live in a hot country & my skin everything looked good.
Can changing climated mess up ur body? I moved to a colder country, and I'm 25 had puffy eyes for so long. And many other skin complications started from there, like dandruff.
How can I get rid of it (puffy eyes)?
This can be from seasonal allergies like some kinds of plant pollen. The new location might have different plants that you are some amount allergic to, and the previous location didn't have them.
If your eyes are always puffy, then it could just be genetics, it's a natural trait for some people. Children do change in appearance at that age so it might just be coincidental timing.
If they are only puffy for most of the time, it could be allergies as Ol Argedco wrote above. There are rolling devices you keep in the fridge and roll on the under-eyes to smooth them out, I have heard some people notice significant improvement from this, by doing it morning and any other time in the day. You can also look into buying an under-eye cream that has green tea extract in it, this reduces puffiness.

If swollen eyes are not a natural phenomenon and bring discomfort, then the best way is to consult with an eye doctor.
I share my own experience:
When I had problems with my eyes due to working at the computer for a long time, my eye doctor prescribed eye drops that moisturize my eyes and relieve irritation, the drops were some kind of aqueous solution without any antibiotics, a short course allowed me to no longer have problems with dry eyes.
