Yes, there is no age limit.

You can do it at the compos mentis age you prefer. So yes, 15 years old is fine. Fourteen is also okay, and so on. The 18-year-old thing is purely a privacy thing. Some people live in ultra-Christian bigoted families and have no privacy so they are advised to wait until 18 to dedicate themselves (i.e., when the State recognizes your right to be free of your choices and not under parental control). But it is exclusively a good thing for those who are in these bad situations. Feel free to do the Dedication of the Soul and best wishes from me and everyone. :)

Yes, but the question was a different one. Dedication works regardless of age, and obviously then other dynamics come into play, you are unlikely to find dedicated children at 10 years old, for the reasons you mention.
But in case one is born into a Zevist family this can happen, and there is no limit that it cannot be done. Clearly one always waits for the appropriate cognitive and comprehension development to introduce it, it would be time lost otherwise and not feasible of course.
I did it when I was 14, almost 15
