Is there anyone in the world who has every planet (or most) in the ideal house and a flawless natal chart? Can you reincarnate as this or would you be unable to because the material body is too weak?

There is no perfect chart. How the chart expresses itself is unique for every person, thats why twins born at the same time can still be very different in personality.

There is no such thing as a flawless natal chart. The chart is only one aspect, the quality and state of the soul is another.

Everybody has a Saturn, a Pluto, and a Neptune. All placements and aspects have upsides and downsides. They may not even be upsides or downsides necessarily, they simply are what they are, different expressions of the same forces. They will also have synastry at play with all other entities, for better or worse.

Everybody also has karma and dirt to clear out. I believe that someone who has purified their soul, freed themselves from karma and sublimated their chart can live well no matter what their chart is.

Certain people in this world do have a close to perfect natal chart ..What I would say is work out spiritually like AC,AOP,obliterate Saturn ,and do yoga like stuffs ,,to automatically make your natal chart perfect ...Those people who have such a close to perfect natal chart have one because ,perhaps such people world have already worked out both physically and spiritually to perfect their natal chart

I don't think anyone has a perfect birth chart.

Most likely, there is something that you consider ideal, or something that you most want to have, but can't get yet.

Aspects of life that are important to me may not be important to other people, and vice versa.

What is perfect for you is not always perfect for others.
