1)How to open and strengthen my chakras? What are the best methods? I vibrate two chakras a day, 30 vibrations each, is that good?

2) Can 3 weeks without meditating harm me? I haven't meditated for a while, my exams are this week and this always discourages me in everything, Thursday starts my vacation and I plan to meditate every day constantly, the time I stayed without meditating can be very harmful?
 
I would say reduce your reps and vibrate into all of your chakras instead. Doing a lot in 2 chakras and leaving out all the rest can create imbalances.

Starting and stopping meditation abruptly is dangerous. Drastic energy fluctuations will cause depression and possibly worse, avoid it at all costs.
 
Basically with weekly breaks you won't get anywhere sometimes 1-1 day breaks are okay, but if you wan't to advance daily meditation is a must.

If you meditate on your chakras you vibrate into all of them and meditate on all of them. 10 times into each is okay.
If you could squeeze out 1 or 1/2 hour a day for meditation is okay on your level, you must practice Void meditation, Aura cleaning, Full chakra meditation. As you advance you can higher the reps, and do different meditations in these categories, for example for aura cleaning you can do returning curses pt1 and surya 10 times into each chakra (with affirmation ofc)

You can do affirmations after each chakra you have vibrated the mantra into, for example "this energy empowers my --- chakra in the most positive way for me" to be more efficient.
